TXDL and TXID REQUIREMENTS for applications

When applying for the General Residence Homestead, Disabled Person, Person Age 65 or Older, or 100 Percent Disabled Veteran Exemption, per Texas Property Tax Code 11.43, you are required to update your driver’s license to a Texas Driver’s License (TXDL) or Texas Identification Card (TXID).  WCAD is aware of the possible delays associated with the Texas Department of Public Safety and the time it may take to update your identification. However, the address listed on your TXDL or TXID must correspond to the address of the property that you are filing for the exemption(s). *Tip: The temporary TXDL or TXID issued by D.P.S. can be used when applying for the exemptions and can be backdated for up to two years. 

Per Tax Code 11.43, we are not permitted to accept any other form of documentation for proof of principal residence or ownership, other than a TXDL or TXID, unless you qualify for one of the exceptions listed below:

·         If the property owner is a resident of a facility that provides services related to health, infirmity, or aging.

·         If the property owner is a participant in the address confidentiality program administered by the Office of the Texas Attorney General under Subchapter C, Chapter 56, Code of Criminal Procedure.

·         If the property owner is an active duty member of the armed services of the United States or the spouse of an active duty member.  A military identification card or that in the spouse’s name and a utility bill for the property the property subject to the claimed exemption in the active duty member’s name or the spouse’s name will need to be provided with the application.

·         If the property owner holds a driver’s license issued under Section 521.1211, Transportation Code.  A copy of the application for that license to the Texas Department of Transportation will need to be provided with the application.
